FRANKLIN COUNTY, Ill. -- We're learning more about a water rescue that took place over the weekend. Multiple agencies responded after a car went into the water.

West City Fire Chief Amos Abbott says the station got a call from Franklin County dispatch at 11:44 Saturday night, "Hey we got deputies en route. A victim trapped on top of a vehicle by the river."

Seven West City firefighters grabbed gear and took off in multiple vehicles to the scene on Yellow Banks Road, while reaching out for more help.

"We called Benton Fire Department because they have a water rescue team," Abbott says. "They responded (with) their aerial truck, along with utility truck and a rescue boat."

When crews arrived, they found a woman in her early 20s sitting on the roof of her car, which was submerged in water.

"She was a little bit frantic. My first firefighters on the scene asked her if she was injured. She said she wasn't injured but was extremely cold," he recalls.

Abbott says two divers swam to the victim and firefighters extended several ladders to bring her to safety about thirty minutes after they first got the call.

At that point, Franklin County Emergency Management used equipment to get the car out of the water. The Franklin County Highway Department and the Sheriff's Department closed the roadway.

Abbott says weather conditions likely caused the incident, "The Big Muddy river runs through there. It had actually had flooded the whole entire road way. The water receded earlier that afternoon. Then as the temperatures dropped, the road was a solid sheet of ice."

Abbott says the young woman was checked by paramedics and released to her father on scene. He credits a group effort of about 40 first responders from multiple agencies that saved her life.

"We're all in it for the same exact job, no matter what name town is on the side of the truck," Abbott says.
