Uncertainty Continues for Social Services

Mickey Finch, CEO of The Fellowship House in Anna, which provides residential and outpatient treatment for substance abuse problems.

Because of budget uncertainty about half of the rooms in the residential treatment center are now empty.

"We put most of our staff on notice that if things don't get better most of them will have to go, too," Finch said.

Wednesday night in Springfield Gov. Pat Quinn, (D)-Illinois, said he was pleased with the new budget because it gives him more money for social services than the one lawmakers originally sent him.

"I think tonight we did something that moves the ball forward for the people of Illinois," Quinn said.

But it's impossible for the people who run social service facilities to know how much money they'll get and when.

At The Fellowship House many doors will remain closed. Finch will continue to plan for the worst, and hope for the best.

"When you don't have any idea how much your budget is then you have to pretty well say alright here's what we've got right now, therefore that's how we're going to operate," she said.
