MARKHAM, IL (AP) - Gov. Pat Quinn says he's prepared to cut the state budget back to levels Illinois hasn't seen in more than four years.

The Democrat delivers his proposed state budget Wednesday. On Monday, Quinn said the overall operations budget is lower than fiscal year 2008.

Quinn says deep cuts are coming, along with pension reform and restructuring Medicaid.

Quinn has already asked all of the state's constitutional officers to cut their budgets by at least 9 percent. He's also asked most state departments to do the same. However, he says the state's education budget is more than last year.
